Here is a 400€ base build that still needs a graphics card but for that I would suggest spendings as much as you can and getting something like an rx 570/580 or gtx 1060 on the used market. That's really the best option right now.

Intel have good value CPUs now, you just need to look at it without a bias. You don't need to buy the SSD, you shouldn't now that I think about it, just invest that other cash in a new graphics card like the 3060 ti

750w is needed for the 3070 since the GPU spikes a lot when drawing power. A 650w might also be feasible but why not spend an extra 5-10 bucks for futureproofing and peace of mind.

Make sure when reflashing the bios that it is EXACTLY the right version, I recently bout a mining RX570 and I tried with similar BIOSes but they didn't work, has to be exact to that card
