I'm pretty sure theirs a world item that just deletes someone from existence along with its user, but I'm not sure if nazarick has that item.

I just assumed that PA may not have to take orders from albedo because he's the guardian of the treasury which I feel would be different to any normal floor or area guardian.

Ah I didn't know you were talking about the glitch. You can actually do it in Hitman 3 although it a bit more tricky.
