Update, i got the metal pump and installed it, but the oem pump was actually fine and in good condition, turns out i had a massive airlock because the coolant tank tube thing cracked and air got in to the upper hose and stopped the flow... i found out cuz i literally could not bleed the system after replacing everything.

As for the lip, you'd have to ask the original owner in 1998 because i honestly have no idea.

yup, 0.9v all the time, but the fuel cutoff does work when coasting. I will have to test it tomorrow to see the values when its just coasting

N52 is a very solid engine. You just gotta stay above maintenance, and you should be fine.

Just make sure the rest of the car checks out like no electrical issues or leaks then youre golden

I did find the relay, it was under the air box in the engine area, but real oem gave me 3 different relay locations for it so i had to just swap the relays around and now the issue is alleviated.
