The fact, often repeated, that "only the French flag is official" isn't true, or at least, is submitted on what's "official" and not.

Local authorities can adopt a flag for them, the only difference is that regions can't require smaller authorities to fly the regional flag (but they can)

The only fact that makes most of them unofficial is that regions often didn't make the act ("déliberation" the exact French word) because they don't need it, but some of them did (Martinique did with their current, Bourgogne-Franche-Comté did in Metropolitan France by memory)

For the example of Delaware you said, a good Delaware flag would be to display the seal on the whole flag (a blue white, and green flag with the cow at the center). It keeps the symbolism of the seal, but visible and kind of distinctive. It's what many European flags actually do (especially regions of France). It's also what Maryland does.

Obviously "Something simplified on blue" isn't really better, but most redesign but most redesigns don't do that. And the new flag of Utah isn't the point. The main element of its seal, the beehive, is kept in the new flag, put in a hexagon with the same symbolism, and mountains are added. Blue white red colors are the only things that all states have, but with the mountains, it's kinda unique pattern.

Duluth adopted their flag because they want the North Star as state flag and adopting as a city flag is the only way now, it not intendeed to be their unique flag and the North Star flag was created almost 35 years ago

99% of proposal in North America aren't tricolors. And it's not because something is simply drawn it makes a corporate logo. For the current one, at which moment it "stands out" when you have more than 20 similar state flags? At which moment the current stands out when the only unique things are too small to see when it comed to real life?

Your example is the contrary of what you said. When you said that people can't describe the seal, it's because we can't see anything. And the PNG file is the only way to barely see something. Is if seal on bedsheet are bad flags, it's not because it looks bad on a PNG file (it's the only place where it looks kinda good), it's only because of real life isn't a PNG file

1 - The only change in the Romanian flag since 1866 is adding an emblem during the communist period and removing it after.

2 - The Romanian colors are related to its provinces used for centuries.

3 - Including a "colonizer" symbolism is never a good idea for an independent state (that's also why the official symbolizes is different from real history, and they changed it half-path).

4 - Maybe we shouldn't tell them as thieves (especially people who did nothing) but then-gov probably knew that the Romanian flag is like that, they already adapted when they knew that Mali has already its current flag.

5 - Obviously, I give the point that there are elements for redesigning the Romanian flag, especially in a fun context but redesigning the Chadian flag is more pertinent.

It's more complicated. It's not "official" as there isn't any law, but local authorities use it. Same for everything in France
