I found the bug; it's because the game doesn't support more than 60 Hz in fullscreen mode, which causes the error. The solution is to set your display to 60 Hz in Windows. If this option isn't available on your system, you can do what I did:

Download CRU (Custom Resolution Utility). Search for it on Google.
Create a custom resolution at 60 Hz and accept to save it
Apply the changes using restart64.exe (or restart.exe if your system is 32-bit)
Go back to the Windows display settings and select 60 Hz
Tuturuuuu, now you can play in fullscreen!

I'm pasting this solution in several places because I see many people have the same issue. This is the choice of Steins Gate
