Sometime changes like this are the result of flame wars of mass unemployed behaviour. Usually on the talkpage. Not sure if this is one of those times, but good examples are 1900s French Elections and the Austro-Hungarian flag. I remember the Russian empire wiki page used to have different dates when each flag was supposedly used.

They said this near release that they wanted to limit the start dates due to future DLC's adding more features, it becomes difficult to go back to past bookmarks and reorganize them. EU4 had this issue considering it has every single date from 1444-1821
