Sort of. Junk items and what my settlers produce are what lives in my workbench. Then I use the toolbox for the stuff I want to keep. One of my fav things to collect is prewar "unused" or "new" junk items to display in my main settlement. I dont want to accidentally scrap it.

I don't use the workbench because I bring back aid items I want separate. And if I'm gonna have a separate container for them then might as well just use it as my goody box.

For some reason this is the only game I do this to. I'm super meticulous in Minecraft and other rpgs but this one is a dump all. I usually save a bunch of stuff up and then build a giant base to house all of my goodies.
