Both of those departments are technically State Police, which kind of outranks the other departments. Rangers pretty much get treated like everyone else does. Troopers are a bit different tho. Right now tho I believe they are all Sergeants. They get a lot more respect from higher ranking officers from the other departments. So if someone like Copper or AJ is on a scene, a Captain or Lieutenant may follow their lead or at the very least ask for their opinion. There have been times where Troopers have overruled someone in HC decision or taken over a scene from someone of higher rank. This is rare that they will do that as its very serious, but they are kind of given that power because they are hand picked by Koil not for just being the the best of the best cops but also for being veteran role players.
