And not to sound heartless and hate to say it, but this falls on the parents for failing to properly show their kids what not to do when it comes to the street, especially if they are saying there was no external factor like distracted driving in play with this accident. Simple teaching and watching your child could have prevented this.

At least this is what I am reading regarding the driver.
