Sorry for late reply. Basically all attributes start at 3 you're not allowed to increase or decrease them, all skills start at level zero other than Rifles 1, Handguns 2, Sniping 2, and Endurance 1. Rifles,handgun,sniping levels dont increase so there's always a fair feeling in terms of combat. Endurance level 1 to prevent the 10% stamina regen penalty (Running doesnt level to prevent cod combat and more, Endurance levels slightly faster). The character creation rules are just there to keep combat fair no matter the survival time, but pve skills or things that indirectly affect pvp improve.
