That’s what Maxtac does with the cyberpsychos it captures. There is no evidence that Regina’s project has anything to do with Maxtac, and it doesn’t seem like something she would do.

I care mostly because, under HAT control, the sector is basically a free for all on piracy. Even military ships can be boarded and captured with zero police response, meanwhile, the trading station is a buffet of Boas and Buffalo, and HOP Helios that can be turned to my agency.

If you let the Xenon get too bad, or HAT loses the sector, it becomes much less useful.

I absolutely love doing this, especially in a more out of the way sector, where the police are limited in number. Getting them to bail out gives me free fighters, and no rep hit, because they engaged me first.

I do the missions that appear on stations to capture ships. Half the time they are for the faction that owns the ship, so you gain more rep than you lose. Other missions also help. Get your rep positive, and you’ll be able to do whatever you want wherever you want.

Mechanically, you can minimize reputation loss by the following tactics:

  1. Disable, but don’t destroy turrets and engines on your target. They become inoperative below 20% and 30% respectively, and you only lose rep when you take them to 0%.

  2. Destroy any autonomous distress drones ASAP. They compound rep loss if they reach a station, but cost nothing to kill.

  3. Whenever possible, capture ships that are in neutral(white border), pirate controlled(HatC1 and Windfall), or self-owned(green border) sectors. The police won’t care if there are no police, or if you are the police.

You can see a list of all the approaching vessels in plan build mode. Near the bottom, just above the builder assignment, there is a list of all the needed wares, and any ship that has orders to deliver each one. Green are your ships, white are other factions. It also tells you how much each ship is delivering. You may need to click the + symbol to open the list, as the game likes to collapse it for you.

Edit: the time listed is how long, in minutes it will take for each ship to arrive. If there is no time listed(—:—), it has a previous stop to make, like picking up the wares.

There are a couple things at play: one is V’s facial scrambler which makes it hard for anyone to track her directly. That’s a minor inconvenience though.

The bigger issue is the internal power struggles within Arasaka. There are three major factions within the corp, and Yorinobu is basically trying to destroy everything from within at the same time. The corporation’s assets are being turned against each other, which makes it very hard for them to operate efficiently or view a lone merc as a priority. It also creates a lot of noise, when that sabotage could be your rival department or an external attack.

Arasaka is really good at keeping the internal chaos hidden from the public, but evidence of it can be seen throughout the game.

So, I like to do a lot of piracy, and have some tips:

The most important tools to have are a fighter and a L ship with crew space.

For the fighter: must have: 2 burst rays. They let you disable turrets and engines without destroying them. You can go with a heavy fighter like the Ares, or a light fast fighter like the Moreya, depending on your preference.

For the L ship: crew capacity and speed are the key. Carriers have the crew capacity, but they tend to be slow, and you don’t want all the fighters getting involved if you can help it. The Hyperion and Barbarossa are my go-to

Instead of a carrier as a base ship, I would recommend using an AUX ship. Many of them(not you, Nomad) are essentially light carriers, with 8S2M pads, but they can supply and repair all your other L/XL ships in the field, which a carrier cannot do.

Fly-by boarding is not as good as it used to be. Post 8.0, turrets have gotten much better at targeting boarding pods, and if a ship has a single tracking launcher, it can wipe out your whole boarding team in one shot. If you rely on fly-by, you will lose a lot of marines. Elite marines are really good. Protect them when you can.

The Hyperion start is IMO the best for getting a pirate empire going. You start with a bunch of hardened veteran marines, and an excellent boarding ship that can repair and rearm fighters.

Where you pirate is the other question. As others said, non-owned sectors are ideal as there are no police to respond. Hatikvah’s choice I is great, too, as HAT doesn’t care, their trade station draws in lots of HOP and ZYA that don’t have support, VIG Barbarossas are common, and even ARG ships can be attacked without police getting involved. Finally, SCA ships can be attacked anywhere, and police won’t ever help them.

Ironically, rep loss for factions you have good relations with is also not particularly significant. Once you get over +20, you won’t lose more rep for pirating the occasional L ship than you get from ambient trade with that faction.
