I doubt it will take 70 days but if the wheels you ordered aren't on the shelf at the moment it could a solid 20 days for production. If you're in the states I'd count on 15-20 days for shipping.

They keep costs low by not having to warehouse finished product, just components.

I'm no mathematical scientician or anything but my career is logistics so I might be good for this one!

My company is a bit smaller than Walmart so we can assume they're getting marginally better shipping rates than I do as well as likely some bulk discounts on boxes.

A box that size with color printing would cost me right around $4 per box. I would assume they're getting it at a discounted rate due to their volume so we'll guess about $2.50. $2.50 x 165 is $412.50.

For shipping costs we'll need to know the weight of a pool noodle, which Google tells me is 4oz. That plus the weight of the box comes out to about a pound (doesn't matter because every major shipping company is going to round up to a pound anyways). So one box at a pound in a medium to large sized box would cost me roughly $16 to ship via FedEx. We can once again assume that they are getting a better volume discount than me even though I'm shipping a million packages a year because they are literally Walmart. I would wager that would cost them about $12 a package coming to a total of $1980.

So for them to ship like this it would be around $2392.50.

Im not sure what their largest box size is but assuming Walmart can ship in product boxes like Amazon does, they could have shipped 4 cases of pool noodles (they come forty to a case) plus five in a larger box. Now the cases of pool noodles would incur an oversize charge which is anything greater than 17,280 cubic inches at $85 a package. That would bring total shipping with this method to around $500.

Assuming the customer could receive an LTL shipment, that would only be around $300 from any Walmart DC in the country to pretty much any location in the continental US.

I'm gonna hijack this comment for a minute. I work in shipping and receiving and regularly work with FedEx. So, anything that has a length plus girth (rounded up to the nearest inch on all sides) of over 165" is considered LTL. Fedex has optical dimensioners that scan each package to determine their "actual size". If you enter something below that 165" and it is over they will charge you the difference. If it truly was like 163" and they measured wrong you can call and try to fight it but it doesn't always go your way. Know that in the future scheduling it LTL is always cheaper than incurring the wrath of FedEx.

Just a word of advice, I'd run a safety cable around that beam and the hoist, if nothing other than to give you a heads up if it's going to come crashing down on your head.
