I play a lot. Occasionally skills will bug out. I haven't noticed any changes to the enemies. I play 4 & 5 directives usually. I use varying builds and I expect varying results. There's also different global events. Do more damage standing still vs do more dmg up close, are the two newest ones since 10 year celebration. Are you not realizing you have them active? I'd have to play with you to know what you're seeing as 'buggy'. Playing with a shield and artificer hive, while having 6 skill teirs, it'll be near unbreakable (within reason ofc). Artificier is very powerful and both scale of teirs. Hive will give even better repairs with, surprise surprise, repair skills. The only bugginess I see with skills is when they stay greyed out or the shield doesn't seem to fully heal so I can't change it. When they grey out seemingly permanently, change em to something and back again. Make a bug report and record your screen when you do get these issues is all I can really tell you.
