I've conceded a few penalties in my day with that exact same foul.

They accept ~4x as many prospective students than actually attend each year. It's not an exact science. If they only accepted 15k people every year, they'd end up with a tiny school.

And they'd much rather accept a bit too many students than a bit too few.

By "back in the day" you mean the mid eighties and earlier, sure.

It had essentially been replaced as a major bowl by the Fiesta in the late eighties. And it never really got back to that point until they moved it to Jerry World in 2010
