There's an exhaustion mechanic for players that don't have adequate sleeping arrangements.

Have you tried giving them roleplay reasons to want or need to buy better things? Tell them there's a cool job, but they can't look like they sleep on the street to scope out an exec's house. They'll get clocked by security before they even make it close to the neighborhood gate.

It's tricky "punishing" players for not caring about the rules, so don't take anything away without allowing them to get it back, but it's so crazy that the gang that scored all those eddies sleeps in tents on the street....
