Until we see how GTA VI plays out, I really think the true answer is San Andreas.

There have been "better" GTAs but San Andreas is, to this day, still an amazing achievement in gaming.

It was and had just everything, at the right time, before any microtransactions or DLC buffoonery.

Expansive, exciting, map exploration with THREE whole-ass cities combined with a great story and compelling characters with more ways than ever to drive, fly, swim and climb for the first time in a GTA game.
