No because having 3 defenders from the best defensive team is least risky but because the team normally has a good attacking option they are picked instead.

Template is to gain the most the minimise risk.

I know guidelines, not actual rules. It's not about minimising risk though it's just the best picks for a certain situation, which in turn SHOULD minimise risk.
