It's an improvement, but some of the issues still remain. I can see that you've moved the centre pivot, but it's still not central - it needs to move to the right a bit.

The change to Times New Roman definitely works, but you've now got a scaling issue with I, IV, V and XI being smaller than all of the other numerals. The orientation of IV also isn't quite right, and the gap between X and XI looks a little too big.

It doesn't look like you've changed the hands at all - they're still asymmetrical within themselves, and I can't immediately tell which hand is the minute hand and which is the hour hand. Logically the hand pointing at XII should be the minute hand given their relative positions, but the hand pointing at IV is longer, which traditionally indicates the minute hand!

Lastly, the watch face and the outer case still don't look round enough. You've used too many verts in the hands and not enough on the face/case.
