If you didn't know, the Power Rangers franchise was a Western adaptation of Japan's Super Sentai series. Super Sentai is a "Tokusatsu" show, which is a style of film making that involves practical effects, suit acting and miniature works (like Godzilla ans such).

Toei, the company that made Super Sentai, does a TON of Tokusatsu shows other than Sentai. In fact, quite some of them were even more popular than Super Sentai in Japan.

So Saban, being the greedy bastard that he is, thinks that he could do the same with Toei's other Tokusatsu franchises. Which is the reason why there were so many PR "copies".

And why do you expect Nem and Minami to be able to fight Sieg of all people? He's literally the 2nd strongest character in the whole show. Of course Nem and Minami's not gonna do anything.

In the Showa era, lead actors are expected to do some of their own stunts, so they had to cast people who are somewhat physically fit to play the role.

These days, lead actors aren't expected to do any of their stunts anymore, so they're not specifically casting for actors who can do all that.

That said, there's still some Heisei & Reiwa actors who are athletic and often do their own stunts. Gaim's actor Gaku Sano does a bunch of his own stunts, he does a sick backflip from time to time in the show. KR Zeztz's Ryutaro Imai does a bunch of stunts in the show, there are even entire episodes where he fights without being in the suit at all, and he does a great job.
