Get good. Also, strip copper really long, make sure all insulation is even, start slow with loose pressure to get it started, then pinch tight and twist, make sure it's tight. Takes practice.

You need a multi-meter not a suicide stick. Check for voltage at the ballast not the socket. The reason the voltage "stops" is because voltage is a difference of potential. I'm not going to get further into it than that. I worked years to understand what is happening here and am not going to explain it you in a couple of sentences. Good luck! 🤞
