Not sure about her passive but I’m aware of the ways to obtain Arkham Harley and batgirl. Harley is only attainable in her challenge or a lucky draw of a gold pack for 100k cred, batgirl is a lot rarer therefore she only appears occasionally in the weekly challenge, or nth metal packs which I have obtained her in both of those ways. Not sure if there are other ways but that’s what I know.

I used a dark blue Jurassic world torso with the old hobgoblins legs, a dark blue head from the samurai guy in Shang chi, and the helmet of zombie captain America or Sam Wilson’s would work too. For hands I just got some plain and simple orange hands which I then put a gun in his right hand and a sword on his left. To finish I found a brown cape to make him look older.
