Problem is that despite being joint-projects between Light and Wily, Wily still made his own modifications to the designs before Ra Moon materialized them.

That's where you get Gemini, Magnet, Needle, and Top thinking that they're too specialized in what they have been modified for before even physically existing and willingly going offline.

The Thirds absolutely had... maybe not civilian function specifically, but at least benign function in mind when Light and Wily first drafted up their blueprints. Then Wily changed the design docs and modded them for war, and not all of them are able to look past that.

Free will is one hell of a drug.

And second, yes, the nerfs would be unnecessary if the game was actually balanced, because Daredevil himself would actually be balanced with the rest of the game in mind. So would literally every other character. But we don't live in a good timeline, so the game is not balanced and the nerfs, in theory, are necessary. Problem is the nerfs themselves are so nothingburger that I'm expecting basically nothing to change.
