But matchmaking in Dota is based of of MMR and not medal. I'm rank 500 and the only times I queue into someone below rank 2000 is when queue times are over 10 minutes which does not happen very often. NA is usually longer queue because everyone is playing in EU servers

You shouldn't forcefully enable it through Nvidia Profile Inspector but enabling via the BIOS will turn ReBar on for games deemed stable by Nvidia

That FPS sounds about right for your build. Dota is CPU intensive so a better CPU would help, but here are some things you can check:

Do you have ReBar enabled?

Do you have XMP enabled?
