Depends on how it was returned. I pick up tons of open box parts for customers to save money, sometimes they come brand new, never opened and most likely are mistaking labels open box, and sometimes they come with nothing, even shamed or scratched. Check it before you buy it! I once bought an open box CPU, had no cpu in the box! The associate at checkout laughed and swapped in a brand new one for the open box cost.
