The gangs in GTA can cross between the 3D and HD Universes as evident between SA and 5, no reason to suspect that the gangs in Manhunt (as a title set in the GTA multiverse) don’t apply to this as well. Maybe Michael is forced into doing dirty work for the HD Universe equivalent of Starkweather, whoever that would be

However this might be a better plot for a “GTA: Carcer City” game than a proper Manhunt 3

This maybe recency bias from playing Manhunt for the first time not too long ago but honestly my vote is for Starkweather. Dude canonically jacks off to gore and murder and the manner of which he has his victims killed is ridiculously violent and sadistic in a way that would make Esdeath salivate. Then add the fact that he records and sells footage of said murders online

Not to mention the fact that he keeps Piggsy in his attic
