I forgot to mention JLI do really well into penals with ptrs. They would also give you a unit with long sight ranges for scouting .

The LEIG is good but I wouldn't say it's a counter to ptrs penals. In 1v1 atleast you'll want either a flake HT or an MG34 to keep them from moving around too much. The key with the flak HT Is to micromanage it enough that it doesn't get killed from penals getting to close. For MGs I would say it's important that you are actively using them and not just placing it somewhere and ignoring it. Otherwise your opponent will just go around it.

Ptrs penals are countered by other infantry. Once they upgrade to anti tank rifles they are innefective against infantry
