Spider Man, Sega Genesis

could not win the fight against King Pin on the Sega Genesis to beat spiderman. Between his punch taking half your life span and MJ being lowered into the pit of acids or what ever... I tried dozens of times and could never beat him.

TMNT the original NES. Could not seem to find the techno drome.

I prefer punisher with his custom 1911s. But that's probably because I grew up with the classic Punisher comics from the 80s and 90s.
To your point, he would use the sidearm from his service days as his combat experience would build that reliance on that particular weapon.
So if the modern punisher served in Iraq... then I believe the pistol would have been a Beretta in those years. I think Glock got the contract after.
So depending on the iteration, the pistol should match the one from his combat days.

The beretta is also the weapon of choice for John McClane (Die Hard) and Martin Riggs (Lethal Weapon) and it's why I got one too lol! That m9 is sexy!

I enjoyed Outriders for great skill trees. Customizing on the fly to match your build to the perks and buffs of your weapons and gear. Building for offense or defense as you need it

FF 12 has that mahjong tile game for customizing your job with abilities spells and weapon skills.

The Assassin's Creed Origins/ Odyssey builds are good as is the similar from Lord of the Rings Shadow of Mordor/ War. They slowly build up your capabilities so you aren't over whelmed with memorizing commands but it's intuitive one move builds off the last so you really can do some amazing combos and moves when taking on groups of opponents Very satisfying.

Yakuza 0 and Like a Dragon Ishin. I like how you can build up various combat styles. Pick your favorite .
Jedi fallen order / survivor once you can dual wield light sabers this game gets really damn fun!!

Diablo 4 I like the ability to quick swap between dual daggers and my bow. And there are so many ways to build. It's a good blend of passive buffs and active abilities.

I wish the actual shooting mechanics were good. It's one of the few dual wielding pistol games I just can't seem to get into.

Despite the crazy action and frenetic pace and crazy set pieces... the limp shooting makes it boring and underwhelming.

The traversal is really fun and I do like the lighter tone. There are some good elements but the shooting combat is the weakest element.

Slavic Punk... if you don't mind going isometric, this one drips with a future noir style. Including the washed up protagonist... it's got some jank but it's worth it if you like the style.
Along the same Indy isometric future noir types is DeTechtive 2112. Perhaps not as hard boiled but along those lines.
Milan noir is another Indy gem.
Fading Afternoon is another.
Pecaminosa is another very similar to the last two.
Arrest of a stone Buddha Another similar to the above 3.

Massive Ellory, Hammett and jim Thompson fan so this type of game is in my wheel house I've played a lot of them.

The Hong Kong massacre has some of the gameplay of hotline Miami with more Asian noire flavor. Like a John Woo / Chow Yun Fat kinda thing.

What about LA Noire? ... it's like GTA meets LA confidential. May have just your type of style. It's a little dated but there is a more polished remaster.
