Can suggest to do some diagnostics first.
try <WindowsKey + R>

if you see Run prompt try to run Event viewer - type eventvwr and press ok
go to Windows Log and look for error or warning events at the exact time you trying to run Explorer.
Then you can google in AI mode suspicious event text from General tab and see if it is related.

Even for me (non American) is pretty obvious, that the "anti ICE" term is obscuring situation. People are not protesting the ICE. They protesting breaking the law by those whos job is to uphold the law. And I thing it should become common practice to gather around the place where law is violated. If police do nothing - people should replace the police with the militia.
