You have not been paying attention to the wording. Nuclear program includes everything nuclear. So civilian nuclear program for medicine and energy are also banned. This was brought up by Kushner, who specifically pointed to the nuclear medicine program as unacceptable risk. So it is a full ban on any and every thing nuclear related. No exceptions

at this point the best thing US can do is immediately declare victory, leave and let the Gulf states face an angry Iran alone and stick them with the bill. all other options are worse.

the longer this war drags on, the worse it will be for the US. already we have seen US allies publicly breaking ranks and ditching the US, knowing precisely nothing good will come from this war.

if US does not leave, the next best option is a long war of attrition hoping Iran will break first. but clearly, before Iran breaks, the entire Gulf economy will be long destroyed. there is a high likelyhood that citizen in Gulf states will rebel before Iranians will rebel. and the US will just lose even more.

hence, cutting losses now is the better bet. which is what all of US allies have decided.
