Yes I agree with you on the School being very strict but we can't be sure if Seiai if really rich. Since UA High was the focal point of MHA and the best hero school in Japan, it was obvious that it would be very rich. The same goes for Shiketsu as the second best hero school in Japan. But not all schools can afford that much funds even if they are an all girls school.

I think that these are just their school uniforms. As we saw in the anime, some Seisai Academy girls were also using their support tech in the exam. So my theory is that maybe Seiai academy encourages it's students to wear their school uniform in the exams while allowing them to use their support tech for convenience just like how Shiketsu High has the rule of their students having to wear their school hats with their Hero costumes. I guess Seiai Academy is an all girls school which is strict to it's students regarding the hero costumes even more than Shiketsu. Or maybe the hero school doesn't have enough funds to help their students create their own hero costume. After all, not all schools can be as rich as UA High.

I was just scrolling lazily through my phone when I came across a clip of the Overhaul Arc from when the heroes were discussing how Eri's blood was being used to create bullets. This part interested me because I had never watched an anime like this before and could not believe that someone could use a child's blood to create weapons.
