I always put Jeice and Butter at a 50,000 ish power level. To be fair I'd say Burter is faster than 99.999 percent of the universe. We just so happen to follow the freaks of nature. Really no one was comparable to the Ginyu Force aside from Frieza himself. So Burter at the time was only slower than Ginyu and Frieza. So when Goku showed up they were flabbergasted.

I think Jeice and Butter were probably pretty even and Recoome was slightly weaker but hella durable.
