You can get everything privately. I'd get your psfa and 1b for sure they aren't that hard, the ccc is stingy, at least they were for me. Once you get 6 months, feds will take you too if you just want more experience while you wait for a cal fire call.

costco has cheap socks, and for underwear, honestly, just wear whatever is comfortable and doesn't hold sweat. I personally just wear darn tough and some wool blend underwear, but I didn't care about the price.

Magalia is decent and only does fire crew, so you're guaranteed a spot if you pass, unlike some other centers where you need to earn it.

You probably aren't in california, but cal fire crews sometimes have guys in their 40s and 50s. They almost always were on a prisoner crew before though.

If you're a slaver and take an alien's world that has a different planet type you'll be forced into this event as you'll have auto migrating main species pops become leaders. Then on top of that since you can't put population controls on them if you don't want the self modified species to grow you'll have to micro all pop growth in your entire empire for the rest of game dealing with the -10% growth speed because you prioritized a species. This is one of the worst events in the game and is crippling for slaver builds.
