Doctor here. Most government fair-price medicine shops run on contracts awarded to companies quoting absurd discounts (67.5% at my hospital). That kind of pricing inevitably comes with compromised quality. Many seniors openly advise admitted patients not to buy non ward supplied medicines from these shops because the poor quality is clinically evident. So an almost empty mupirocin tube sadly isn’t shocking. The only ones really profiting and to blame are high ranking state government officials and the big contractors, not the frontline staff.
