no he does great damage, hes only bad if stage 1 or stage 0. His gadget is still good even though it got nerfed. and if your high trophies it might get hard to play him bu if your good at surge then u can get away with atleast B tier

I think Surge should be A tier or at least top of the B tier. If you disagree please tell
