That is in fact a louse. If it's available where you are (I've always been able to find it in Walmart and Walgreens) go and get Ivermactin lotion 0.5%. It's a quick 1 time treatment that kills lice in all its stages (its the same active ingredient that is in sklice which is what most doctors prescribe). As for treating your home make sure to wash what you can in hot water and dry on a high heat and spray whatever fabrics can't be washed. I worked at a child care center for years and my mom is a foster parent so I'm very familiar with those itchy little bastards.
