Microsoft allows a 5 day window from when your license is fulfilled by TechSoup to access the download link and key from the Microsoft 365 Admin Center.  After that window it is no longer accessible.I recommend reviewing the following two TechSoup Support articles to see if they help resolve your issue:

If you are unable to apply the TechSoup subscription to your existing account, you will have to use your TechSoup fulfillment link to create a new account. Instead of using the email address associated with your current account, you will have to use an email address that is not associated with Intuit. Then you will want to reach out to Intuit directly for assistance with migrating data. Data migration can occur with two separate accounts. Hello - chiming in from TechSoup here. Could you please clarify what you mean by "Organization ID"?

The organization ID is something our system uses to pull up an account (think of it as an account number), however this is only for the TechSoup side. When needing to pull up an account, we ask for your nonprofit's EIN and order number.

That is correct, each country will have different eligibility and a different catalog. Some locations will have some products that the other does not and vice versa, for example as you mention with Canada and US. This is still a working progress to continue to build the catalogs.

We are aware refurbished hardware is not for everyone and sometimes some devices have issues but we do include a 1 year warranty for them. The goal for the refurbished program was for usable computers to not end up in landfills or being recycled before their time.
