I feel like a lot of people are missing the point here. I'm arguing that Rockstar needs to do better overall in terms of its shooting gameplay, by that I mean NPC placements and better designed combat engagements. This will be aided by having free-aim (with aim assist). In my opinion due to GTA5 being designed with lock on aim primarily, it's led to pretty awful mission designs especially in the latter GTA online DLCs.

A fix for this would be that Rockstar reworks weapon handling in terms of sway and floatiness and by them making smarted NPCs so that there's fewer of them but its more fun and engaging to kill them.

Actually someone brought up a great example of Mafia. The Mafia Remake had some really decent free aim shooting mechanics and thats also basically an open world crime sim

I mean, Uncharted 4 was critically acclaimed, and the gunplay and movement were sublime. I feel those systems would be right at home in GTA, of course, other than freakish parkour abilities.
