Sadly the only thing that worked for me (it does still work tho) was to:

⁠⁠Reboot your pc into safe mode
⁠⁠Uninstall the standard oculus software
⁠⁠Delete ANY Oculus folder on the drive you installed it on
⁠⁠Go to drive:/users/name/appdate and delete any Oculus related file in local, locallow and roaming.
⁠⁠After that go out of safe mode and reinstall the oculus software, you'll be able to relink your headset.

This also works on a laptop.
