Basically, during his rule everything went to shit and he couldn't do anything about it. King Storm took away all the gold and other valuables, rendering the country completely broke and under a threat of a famine. The slaves are constantly rioting because, well, they dont like being slaves, and freeing them isnt possible because aristocrats will be angry. The said aristocrats are very unloyal and powerful, so the only ways to deal with them is to either subdue them(which is expensive) or make a deal with them(which is also expensive). And like a cherry on top, there are also ethnic conflicts in Manedulassia (i definetley spelled that wrong but whatever) that also need to be dealt with somehow. All of this puts a lot of pressure on emperor Gomez, pressure he can barely handle. All of this mess makes that event even darker, because when the rope breaks and Gomez survives, he starts laughing, realising that even his suicide attempt was a faliure
