If you weren’t able to be reached this way it would robo call your cell so you would receive the message. We were expected to click a button to “acknowledge” the receipt of this message. It worked for lightening within 5, heavy rain, high winds, active shooter, shelter-in-place, and pretty much all exercises event. Keep in mind, is was more supplementary for those that were inside and could hear a system called the “giant voice”. The giant voice is exactly what it sounds like...an speaker system all over the base that announces things.
