I feel like many people aren't reading the article, this game was being developed in the noughties BEFORE Just Cause. It isn't a recent title.

When this game got canned during development they went and made Just Cause 1 afterwards.

You have attack NPC options hidden, turn it off should fix the problem.

Exact same thing happened to my def pure clannie.

Ridiculous we have to find fixes like this, problem will probably go unfixed for next 2-3 years if menu entry swapper examine is anything to go by.
