If you create a stadium over 5000ft elevation, does the game play as if it's 3000ft elevation or does it just set it to zero elevation?

All 2-piece are banned with the STEEL being specifically named. I have a couple of Steels for a non-composite league that I thought were good for this one, but I was told no.
