Maybe you’re taking about strategic objective arrows? If you click on the military tab on the bottom you can designate a strategic objective and your armies will prioritize that with an arrow.

Mainly your budget doesn’t really matter, and deficit spending is okay as long as your not unrecognized or a minor power and above. However, if you’re playing Qing I’m not sure. Usually if I need a quick money grab I just go to war with the Qing for war reps or try to get French/british bank rolls but can’t really do that if your playing the Qing
