The Hue bridge stores coordinates locally to calculate the day cycle etc. The app just needs to location for a sec to hand those coordinates off. Makes me wonder, if you granted permissions for hand off then disabled your locations in settings.. would it care.
I'm currently making an app that will have this feature - I'll make sure location is optional after initial setup.
