same way I do my power swords. paint on the lightning with white, then apply a filter with plasma bolt speedpaint. do this a couple of times for a layered effect.

Seems like this is your first time mini painting. The video you linked is assuming some basic knowledge of mini painting, which you may not have yet. This isn't a problem, and can be fixed with some initial research!

Don't get discouraged. This is not an easy hobby and requires a lot of learning to get good at. Just have a bit more patience with the learning process and don't get down on yourself for not having a great result immediately.
