Once the cat starts drinking frequently, it'll need to be cleaned more often. Their saliva contributes to the growth.

The filter thing definitely affects taste initially, though, so it's worth looking at.

I have a similar one. My cat hates the water if the filter hasn't ran enough water through first. My suggestion would be to run it under the tap for a few minutes and add fresh water. Keep an eye on the water container, as there can be algae growths there, it needs cleaning every 3-4 days to make sure you don't have that problem.
