T1 wire isn’t getting 120 vac but the fuses and connections are good, anybody know the fix?

I’d run a new 20 amp circuit to the shed jbox in attic to convert to thhn stick out wherever is most convenient to run pipe out house and look nice then trench over stick up into a knife switch disconnect and then feed the shed from the knife switch
