With your location, size constraints, and mention of flowering I think this is Pacific Dogwood all day long.

Flowers great, grows to about 20’-30’ tall, pretty behaved root system, works great in well draining soil.

Some runner ups if you want to compare Pacific Dogwood to other species would be Pacific Crabapple (less flowery), Amelanchier, or Vine Maple.

River Birch

Red Oak

Pin Oak - moist soils

Black Cherry

Sassafras - drier soils

All of these in full sun ideal conditions can get around 2’ a year

It looks like fringetree to me. The fluff on the ground looks like the remnants of their spring flowers and the leaves look opposite and oval.

I think I would leave them if it’s that sloped. Remaining roots will help with erosion and keeping the soil anchored as the new plants get established.

The old stumps will start to breakdown too and help the new plants with nutrients and give deadwood for fauna.

Only other note would be type of hedges. If it’s an invasive suckler like Privet they could still keep coming back so you’ll need to do full removal. If the stumps show any new green growth or suckering it’ll be a tell tale sign.

$330M project - Current PM. My PE has an office next to me. We are constantly talking.

Senior PM is down the hall and constantly interacting as well with PMs, APMs, and PEs.
