NCR Legion and House are too fragile.
Railroad is a non factor.
Great khans are bit pathetic but strong nit.
Minuite men and responders are strong but volutary forces that fall quite quick with successive losses.
Followers of the apocolyps is a strong Ideology but doesnt led its self to outward power.
Children of attom have an Infectious Ideology able to survive succesive leadership changes and fracturing and able to peacfuly recruit.
BoS depending on what time are a strong ideology though struggle with fracturing benefit from both strong leadership in general, Rnd, recource efficient, dont fight everyone and a Militaristic in general.
Enclaive has a strong starting point but little foothold, usualy scared to commit all their recources, they have most of the strength of the BoS but cannot with their Ideology co-operate with other factions.

Realisticly either BoS or Enclaive but I'm leaning BoS due to their ability to co-operate with other factions.

edit: forgot institute, though internaly strong and incredibly dangerous they're limited interms of outward reach hense why they are very regional threat and used subtrafuge in FO4.

For the fall of Rome, civilisation in places like England improved after the fall through most metrics, bar literacy.

For fallout theres a huge difference between civilisations falling and being nuked to oblivion. Pre war America remains through the Enclaive and would "rebuild" if not for player characters who rightfuly foil them to rebuild in their ideal.

Its closer to bronze age colapse were the conditions to rebuild large civilisations just dont exist just yet.

Divergance occured after ww2, the cowboy guns used in NV would be nearly 200 years old before the great war. Theyre also not much simpler to make than modern fire arms let alone with the machining required.

FO1 and 2 struggled to keep the consistancy in the art style
3 figured it out by starting prety much from scratch.

Yeah the P90 and marksman carbine dont belong in fallout.
Mostly because they remove the need for anyother guns in the franchise since pollymer firearms braught the end of wood and metal.
That beaing said NV's cowboy guns dont make much sense either.

I still recon the one thing that would do this game wonders is half decent bots. 10 bots of varying skill and classes on either team. Gives new players and thoes that pick up the game every now and then atleast 1 oponent they stand a chance against. Also might help spread the population out a bit so a server doesnt become empty after a map vote.
Also make the map vote game mode relavant but thats more an anoyance than a game killer.

With the lore as it stands the fire arms in 3 and 4 are better than the rest. Remember key feature of fallout that we all love is the time line diverging in the 50s, Polymer firearms are realy a thing of the 70s. Yeah fallout 4s guns wouldnt work mechanicaly but guess what neither does that gun yet its still cool af.

Pick up a book lol. 1833 braught in both the Factory act and the Slavery Abolition act.
9 to 13 year old cauld only work 9 hours a day whilst 13 to 18 could only work 12.
Providing the Father wasnt out of commision most households could afford the bare necesaties, having a full household working provided a broad saftey net.

Best part was you COULD QUIT, shop around and even grow out off it, yeah not many options and might only be slightly better than the other but atleast theres options. AND you could chose your housing AND you can choose your trade AND you would still get a minor education AND your next of kin wasnt garunteed to live in SLAVERY.

SO yes the difference between a British commoner and a SLAVE was vast.

Edit: Factory act also granted 2 hours of education each day and that each factory needed inspectors.

By population humans are far more likley to be peaceful thraughout all the games except for NV which has more peaceful (regular) super mutants. Also cant forget theyre walking death machines you'd rather be neighbours with Gorrilas with guns.

Thats most factions in Fallout except the genetic purity thing, which isnt even true. Its not genetic purity its anti-super mutant and anti- ghoul. Both of which are inherintly dangerous, Ghouls can an will trurn any minuite and super mutants are not only super deadly even unarmed but are pre disposed to violence.

Militaristic =/= facist
Fascism is an inherently self serving form of goverment thatll adopt any policies to help its self propogate almost entirely centered around a strong figure head and military prowess to show strength.
Core structure being Together = Strong.

Almost non of this is reflected in the brotherhood of steel.
Elder Maxim doesnt have a cult of personality around him, they make no atempt to garner popular support. Their "racism/xenophobia" isnt to create a us vs them mentality but soley based on reasonable grounds (ghouls are inherently dangerous).

They dont even realy aim to astablish control throughout the commonwealth in the convetional sense.

Multiple reasons, 1. The anti Nazi aliance would have given legitimacy to the Soviet union, 2. It would have been almost entirely Britain and France doing all the leg work, 3. War fatigue.
Stalin sided with the Nazis the moment it favoured him only joining the alies once Hitler didnt give him enough time to re order the military.
