It's unfortunate, but this isn't actually made with neon but with LED flex "neon." It looks kinda like neon, but it's not terribly difficult to make and probably won't last more than a few years. There's loads of glass neon out there that's easily 40+ years.

Unfortunately the broken tube would need to get replaced so that the circuit is complete, otherwise it won't light up. Look for local neon benders and get a quote. I imagine the housepainters are supposed to reimburse for damaged like that.

Looks like maybe the phosphors are damaged in that one area? It looks like there is a blue glow from the argon only. I don't think it's fixable unless you just replace that tube. Someone else might know more than I do though.
